It’s about waking up in the morning, saying, ‘I’m going to make a difference,’ and then doing it."The biggest change for Cowlitz County is its recovery from the 2007 recession, shown in decreasing unemployment rates currently its lowest since 2008 at 7.7 percent and improved median hourly wages of $20.28 an hour, more than 70 cents higher than other rural Washington counties, according to the report card.Higher education and training also has improved, with nearly 60 percent of the county’s adult having some college education and training. However, only 15 percent of local adults have a bachelor’s degree, less than half of the state rate.Youmans said the county’s economic and educational turnaround may be a good indication of its future health."Education and employment are the foundation of a healthy lifestyle," he said. "We’re behind the state average (for higher education), but we’ve made steady gains committing people to stay in high school and go on to community college."The number of insured people in the county also has skyrocketed since the 2013 report card, which was released a few months before the state’s health insurance exchange opened. Nearly 9,000 people are covered through the insurance exchange, either with traditional insurance or the state’s expanded Medicaid program, according to the report card.Community leaders also have stepped up to expand the school community gardens and serve more students for Lower Columbia College’s early childhood Head Start programs, which were goals of the 2013 report card, Youmans said.Despite its strides, Cowlitz County performed abysmally in health behaviors, such as smoking, obesity and sexually transmitted diseases, ranking last out of Washington’s 39 counties. In relation, the county’s life expectancy has continued to lag behind the state’s at 77.9 years old compared to 80.4.Youmans said his personal mission to improve the county’s unhealthy behaviors even if it means moving up just one spot in the state rankings."If we can turn that corner, that can be a highlight for the community and we can say, ‘Hey!
